(一)政治站位进一步提升。全区各级党组织坚持将政治建设摆在首位,牢固树立“四个意识”,坚定落实“两个坚决维护”,始终将履行全面从严治党主体责任,作为不折不扣落实中央、省委、市委和区委各项决策部署的具体行动,进一步提升站位,增强自觉,切实将全面从严治党主体责任扛稳抓牢,落实落细。

(二)制度机制进一步落实。全区各级党组织坚持以制度落实作为促进工作的有力有效手段,加强制度建设,强化制度执行。区属各党(工)委(党组)严格落实全面从严治党各项规定,进一步压实领导班子集体责任、书记第一责任人责任和班子成员“一岗双责”责任,对照区委清单,修订完善本级履行全面从严治党责任清单,制定推进情况一览表,按照“清单管理、对账销号”工作制度,统筹推进,逐项销账。

(三)党内政治生活进一步严肃。全区各级党组织严明政治纪律和政治规矩,严格贯彻执行民主集中制,坚持集体领导、充分发扬民主,严格按程序决策、按规矩办事;严格落实“三会一课”、组织生活会、民主评议党员等制度,强化党性锻炼;认真开展批评和自我批评,民主生活会质量切实提高,真正起到了刀刃向内、刮骨疗毒的作用。

(四)巡视整改落地见效。中央第一巡视组和省委第五巡视组反馈意见后,全区各级党组织态度鲜明、迅速行动,全面对照、主动认领,压实责任、认真整改,将做好巡视整改工作作为旗帜鲜明讲政治的具体体现,作为切实履行主体责任的实际行动,迅速制定了《整改落实方案》和《整改工作分工方案》,建立了整改工作台账,狠抓落实,逐项销账。

(一)抓好理论学习。全区各级党组织将学习习近平新时代中国特色社会主义思想和党的十九届系列全会精神作为首要政治任务和头等大事,围绕学懂、弄通、做实,以巩固深化“不忘初心、牢记使命”主题教育成果为抓手,在强化读原著、学原文、悟原理上下功夫,推动党的十九届系列全会精神落地生根。

(二)创新宣传方式。全区各级党组织牢牢把握宣传思想工作守正创新的时代要求,主动适应新形势、新特点、新挑战,在理论宣讲、基层党建、典型选树、倡树新风等方面创新手段,综合运用多种宣传方式,提高工作质量和水平,推动全面从严治党向基层延伸。

(三)牢牢把握意识形态主动权。全区各级党组织狠抓意识形态工作责任落实,把意识形态工作纳入党建工作责任制,开展x次专题督查。坚持正确政治方向,举办意识形态工作专题培训x次,切实提高全区党员干部驾驭和应对意识形态工作的能力。健全完善区委统一领导、宣传部门组织协调、有关部门分工负责的联动机制,先后召开意识形态协调联动会议x次,及时化解和有效管控意识形态的矛盾风险点。制定《x区党委(党组)意识形态工作责任制实施细则》《x区意识形态工作协调联动会议制度》《x区突发案(事)件应急处置预案》等,为意识形态工作开展提供了有力保障。

(一)树立鲜明选人用人导向。严格执行《党政领导干部选拔任用工作条例》,始终坚持在选人用人全过程发挥党委的领导和把关作用,进一步树立重实干重实绩用人导向,注重政治标准、责任担当、工作实绩,坚持事业为上、以事择人,人岗相适、人事相宜,把好政治关、品德关、实绩关、公认关,为想干事、能干事、干成事的干部打造干事创业的舞台。优化干部选配结构,同等条件下加大对学历、经历和优秀年轻干部的考虑比重,保证使用上有梯队、选择上有空间,为建设高素质专业化干部队伍奠定基础。

(二)深化干部人事制度改革。严格落实干部考核评价机制,加大平时考核力度,将全面从严治党主体责任落实情况作为领导班子和领导干部评先评优及选拔任用的重要依据。强化把关作用,推进领导干部能上能下。对在年度综合考核、平时考核、巡视巡察等发现的政治方面不忠诚不守规矩、廉洁方面不严格不干净、工作方面不胜任不担当、作风方面不扎实群众不满意的干部,根据情节采取调离、改任非领导职务、免职、降职等方式,推动形成优者上、庸者下、劣者汰的从政环境。

(三)强化干部日常监督管理。将干部监督工作贯穿在选拔任用过程中,严格执行领导干部个人有关事项报告制度,严明报告有关事项工作纪律,进一步增强领导干部如实报告的自觉性。坚持主要领导经济责任审计制度,突出对权力集中、资金密集、资源富集的重点部门一把手的监督。强化责任,落实干部选拔任用工作纪实制度。在干部选拔任用工作中,坚持原则、公道正派、敢于担当,严格执行组织人事纪律,落实干部选拔任用工作纪实制度,强化干部选拔任用责任追究,对违反规定用人等失职渎职行为,一查到底、问责到人,坚决抵制和纠正用人上的不正之风。

(一)强化组织建设,提升组织覆盖力。全区各级党组织切实加强对各领域基层组织的政治领导,以新时代“三新”讲习所、开放式组织生活基地、党建文化广场为载体强化政治引领,结合城市工作中心任务和实际工作需要,灵活科学设置党的组织,形成了社区党组织、网格党支部、楼栋党小组的三级组织构架。注重推动传统社区党建与新兴领域党建融合,在社区挂靠设立小微企业党支部,在各类园区、商务楼宇、商贸街区建立综合党组织,有效扩大了党的组织和工作覆盖,进一步织密基层组织之网,夯实党在城市的执政根基。强力推进党支部标准化、规范化建设,调动各方力量,统筹运用好各种资源,并向软弱涣散和后进社区倾斜,完善阵地功能,抓好软弱涣散和后进社区党组织整顿工作。

(二)打造过硬队伍,提升基层组织力。全区各级党组织以社区“两委”集中换届为契机,实施带头人队伍优化工程。坚持“三有三带”标准,创新建立起街道党工委对“两委”候选人资格条件进行预审、区级层面联合复审机制,并把涉黑涉恶情形列入社区“两委”换届候选人资格“十不宜”清单,取消候选人资格x人,切实从源头上选优配强社区党组织书记和“两委”干部,实现了年龄结构、学历层次进一步优化。强化教育管理监督,通过主题讲座、专家授课、经验交流、现场观摩、理论考试、观看专题片等形式,组织“两委”成员培训,基层干部履职能力得到有效提升,基层队伍更加过硬。

(三)突出党建引领,提升组织凝聚力。把党建引领基层治理作为贯穿城市基层党建工作的主线,全区各级党组织结合推进“x党建计划”全面进步年各项工作开展,大力实施x党建工程,积极构建城市基层党建新格局;创新开展x党建创新提升活动,广泛开展传承弘扬x精神系列活动,全区学习践行x精神的氛围逐渐形成;按照“办公场地最小化、服务场地最大化”的理念打造党建阵地,街道社区党群服务中心功能全面提升;依托城市小游园打造党建文化广场,党建工作由室内向室外全面拓展;整合辖区红色资源打造开放式组织生活基地,组织生活的吸引力明显增强;探索建立“三社联动”机制,入驻信息平台的社会组织和特色商家x家,为居民提供的服务更加专业便捷,我区被评为全省唯一一家“全国社区治理和服务创新试验区”,成功创建x个省级规范化社区、数量位居全市第一;深化区域化党建,实现了区域内各类党建资源的融合共享;创新实施“红色物业”,多方参与社区治理的共治格局初步形成。同时,通过广泛开展“一社区一特色”党建品牌创建活动,打造出了一系列各具特点、成效明显、可复制的基层党建品牌和党建工作法x余个。

(一)反腐倡廉持续高压。持续加大执纪办案和巡视巡察交办问题线索处置力度,深入践行监督执纪“四种形态”,通过抓早抓小、动辄则咎,实现了纪挺法前、用纪律管住大多数的效果。持续开展“四查四促”专项行动,着力整治发生在群众身边的不正之风和腐败问题,共查纠问题x个,党纪政务处分x人,群众获得感明显增强。

(二)巡察利剑作用彰显。推进巡察工作向纵深发展、向基层延伸、向群众身边延伸,共完成对x家单位的巡察、x家单位的“回头看”以及x家单位的集中督办,正在开展对x个办事处及x个社区的巡察,共发现“三大问题”x个、“六项纪律”问题x个,移交问题线索x件,给予党政纪和组织处理x人,移送司法机关x人,挽回经济损失x.x万元,有力促进了管党治党政治责任落地生根。

(三)作风建设持续向好。全区各级党组织持续强化对贯彻中央八项规定精神情况的监督检查,倡树“清新简约、务本责实”作风导向,深入开展“帮圈文化”专项整治。聚焦形式主义、官僚主义x种表现方式,重点围绕表态多调门高、行动少落实差等x个方面x个突出问题,开展形式主义、官僚主义专项监督检查,坚决防止反弹回潮,全区共查处违反中央八项规定问题x件,处理x人,党纪政务处分x人。持续深化家风建设,组织全区县处级及各街道办事处党政主要领导干部x人,赴x市廉洁文化宣传教育馆、x家风家训馆和x市警示教育基地参观学习接受教育。

(一)意识形态工作责任制还需进一步夯实。对做好意识形态工作的新思想、新观点、新论断理解不够深入,缺乏组织领导意识形态工作的专业知识,工作主动性、针对性不强。意识形态协调联动成员单位重视程度不够、主动作为能力不强,协调联动机制作用未能真正发挥,工作上还存在一定滞后现象。对意识形态领域新情况新问题的发现力、研判力、处置能力有待提高。基层单位从事意识形态工作的负责人往往身兼数职,理论功底有限,专业水准较低,短期内难以胜任快节奏、高标准、严要求的意识形态工作。

(二)“一岗双责”责任还有待进一步压实。部分党组织班子成员对主体责任落实浮于表面,没有结合实际提出具体落实措施。压力传导不够彻底,少数领导干部对分管部门的全面从严治党工作情况不够熟悉,对机关党员干部不够了解,缺乏指导,履行“一岗双责”还需进一步加强。有的单位面上提要求多,实际督促检查较少,执行各项纪律不够严格,对党员干部管理监督失之于宽、失之于软。

(三)落实机制体制不完善,推动责任落实上缺乏主动性。部分党组织工作创新性、主动性不够,习惯等上级文件,上行下效,“以文件落实责任”等现象依然存在,在制定《责任清单》时,没有认真思考,照搬区委责任清单,没有结合自身实际制定推动党(工)委(党组)主体责任落实、压力向基层延伸的可行举措,导致管党治党责任意识和落实力度层层递减。推动责任落实的制度和手段还相对单一,考核机制还不够健全,主体责任考核多为定性考量,缺乏量化考核,督责、问责的举措有待进一步细化,主体责任考核的导向作用有待进一步发挥。

(四)机关党建特色亮点不够突出。部分机关党组织对党建工作的认识站位不高,对新形势下加强机关党建的重要性和必要性认识不足,一定程度上存在重业务轻党建、重形式轻效果的现象,还没有找准党建工作与业务工作的结合点,“两张皮”现象一定程度存在,党建引领推动中心工作的成效还不明显。上管委对党建工作的创新力度不够,习惯用老方法开展工作,“三会一课”等党内生活制度落实不严格,会议记录不规范。

(五)基层党建工作开展还不够均衡。个别基层党组织在贯彻落实上级决策部署上不够有力,有打折扣现象,缺乏细抓实抓的定力,对苗头性、倾向性问题重视程度不够;基层党建工作开展不规范。个别基层党组织党建阵地建设不够规范,党员活动不够经常,部分非公企业党组织引领企业发展的作用不明显。

(六)新兴领域党建还比较薄弱。街道办事处党工委抓“两新”党建工作的力度不够,对企业出资人的教育引导不到位,新兴领域负责同志对党建工作重要性认识不够,主动抓党建的意识不强,专职党务工作人员缺乏,党组织活动开展不经常,个别单位仍用老方法、老经验开展工作,党员职工对党建工作参与热情不高,导致党建工作缺乏吸引力。

(七)队伍建设还需进一步加强。基层组织带头人队伍建设有待提升,部分党支部书记抓党建工作思路不宽、办法不多、方式不活,工作能力有待进一步提升,个别党员干部队伍执行力不强,团结协作意识缺乏,工作效率低下,缺乏奉献精神。

(八)作风建设仍需进一步加强。“四风”问题还没有根除,老问题新表现禁而未绝,占位不履职、履职不尽责现象时有发生,对组织或领导交办的工作满足于过得去、交得了差,能力不足、作风不实情况不同程度存在。督查落实跟不上、存死角,导致违纪问题时有发生,侥幸心理仍然存在,“慵懒散”、为官不为问题还要继续大力整治。

(九)报告工作制度重视不够。严格执行请示报告制度,是严明党的政治纪律和组织纪律的根本要求,但个别党组织对待此项工作制度重视程度不够,投入精力不足,报告工作质量较低,内容不全,概念不清,领导把关不严,错漏频现。多数单位文件存在明显的格式错误。

20_年是建党100周年,是“十四五”规划开局之年,要继续深入学习贯彻党的十九大精神,以习近平新时代中国特色社会主义思想为指引,持续传导压力,压实责任,以永远在路上的执着把全面从严治党不断引向深入。

(一)旗帜鲜明将政治建设摆在首位。牢固树立“四个意识”,坚定“四个自信”,坚决做到“两个维护”,想问题、作决策、干工作、谋创新,都把讲政治摆在第一位,提高政治站位,强化政治担当,自觉对标对表,切实将全面从严治党主体责任扛稳抓牢。

(二)加强理论武装,落实好意识形态责任制。持续深入学习宣传贯彻习近平新时代中国特色社会主义思想,继续做好中心组学习服务保障,不断丰富理论宣讲的方式方法。夯实意识形态工作责任制,牢牢掌控意识形态主动权、领导权、话语权,严格落实各项工作制度,健全检查考核机制,强化监督检查,坚持有错必纠、有责必问,强化问责刚性“硬约束”,对履行意识形态不到位,出现严重问题的,作出相应党纪政纪处理。

(三)持之以恒推动正风肃纪。必须清醒认识作风建设的长期性、复杂性、顽固性,持之以恒整治“四风”,大力整治群众身边的腐败和作风问题,对顶风违纪的抓住不放、寸步不让、深挖不止,对隐形变异的严密防范、严肃查处、露头就打,保持反腐败高压态势,强化巡察利剑作用,巩固和发展反腐败斗争压倒性胜利。

(四)全面建强基层组织。将党建创新提升活动,作为巩固深化“不忘初心,牢记使命”主题教育成果的创新载体,把政治建设作为党的根本性建设,贯穿到基层党组织建设的全过程;牢固树立党的一切工作到支部的鲜明导向,围绕组织体系建设,健全基本组织,建强基本队伍,落实基本制度。持续加大城市基层党建工作力度,创新街道体制机制改革,提升街道社区党群服务中心功能,加大引入专业社会组织的力度、深化区域化党建、创新实施“红色物业”,持续对机关学校党建工作进行规范提升,加大“两新”组织党的组织建设,扎实推进各领域党建工作。

(五)着力完善制度机制。坚持区委落实全面从严治党主体责任工作领导小组定期会议制度,充分发挥领导小组牵头抓总和统筹谋划作用,各成员单位切实明确工作任务分工,密切配合,形成合力;进一步压实各级党组织责任,明确职责任务,建好履责清单,严格落实“清单管理、对账销号”工作制度,领导干部特别是“一把手”发挥好“关键少数”作用,作出表率示范,一级抓一级、层层抓落实。

按照《关于对全市落实全面从严治党主体责任工作开展情况进行专项调度的通知》要求,现将我局落实全面从严治党主体责任工作情况汇报如下:

(一)健全工作机制。成立局落实全面从严治党和党风廉政建设责任制工作领导小组,将全面从严治党和党风廉政建设工作列入《20_年度市局工作要点》。召开12次党组会议分别研究20_年落实全面从严治党、党风廉政建设、“三重一大”事项和巡察反馈问题整改专项检查工作。

(二)抓好责任分解。研究制定了《市xxx20_年落实全面从严治党主体责任总体工作计划》、《市xxx领导班子成员党风廉政建设责任分工》、《领导班子及其成员主体责任共性清单和个性清单》,明确班子成员严格履行“一岗双责”。同时党组书记与党组成员之间,党组成员与分管科室负责人之间,层层签订了《全面从严治党和党风廉政建设责任书》,责任书在保留共性部分的基础上,根据班子成员不同的工作职责和特点制定出相应的个性责任条款,推动了责任制的细化、分解、落实。

(三)加强学习教育。全面准确把握中央和省委、市委各项决策部署,突出政治纪律学习,持续深入学习习近平新时代中国特色社会主义思想,坚持读原著、学原文、悟原理,将《习近平谈治国理政》、《习近平新时代中国特色社会主义思想三十讲》等权威读本列入20_年市xxx理论学习中心组重要学习内容,统一安排,精心组织。充分利用党员活动日的学习机会,进一步加强对习近平总书记新思想、新要求的学习。切实做到重点学、深入学、反复学,切实认清严守政治纪律和规矩的重要意义。

(四)筑牢防控体系。利用每月党员活动日和集中学习时间组织全体人员收看廉政教育警示片,及时传达各级纪委通报的违规违纪案件,把开展思想教育和警示教育作为拒腐防变的第一防线。同时,根据我局最新机构职能和工作特点,在原来工作基础上重新进行廉政风险点梳理排查工作,科学确定风险等级,制定防控措施,对重点领域、重点人员和重点岗位进行重点监督检查,形成风险点排查台账。市xxxx党组始终坚持严明纪律为先的原则,由主要负责人多次在党组会议、局长办公会议、全体会议上进一步强调严明党的政治纪律、政治规矩的重要性。同时,坚决纠正和查处违反纪律的行为,用好党组纪律处分权限,进一步强化对全体党员干部的管理监督。

(五)认真开展自查。按照省、市纪委通知要求,每季度定期对我局公车使用情况、滥发津贴补贴、违规公款吃喝、违规收送礼品礼金等重点事项开展自查。通过自查,我局无以上违法违纪问题,在思想教育、落实责任、领导干部调查研究、公务接待、办公用房、制度建设、个人住房、经费管理等方面均严格按照市委、市政府有关规定办理,不存在任何不规范问题。

(六)严肃纪律要求。作风建设永远在路上,我局坚持把作风建设作为从严治党永恒的主题,持之以恒的改进全体人员工作作风。制定印发《xx市xxx重点工作考核管理办法》,将局重点工作责任分解到人,初步形成了正向激励、考核评价、容错纠错等机制。制定印发《xx市xxx工作人员考勤和请销假管理办法》,明确奖惩规定和纪律监督措施,机构改革调整办公场所后,及时安装考勤机,每天两次指纹签到。主要负责人在多次会议上强调工作纪律,要求全体干部严格执行考勤制度,对迟到、早退,不按规定履行请销假程序等开展了集中整治。

(七)规范组织生活。进一步修订完善市xxxx“三会一课”制度,印发了《关于调整中共xx市xxx机关支部党小组的通知》,将我局副县级以上领导成员划分至5个党小组。并于今年3月份由各党小组分别组织召开组织生活会。组织生活会上各党小组成员分别结合自身的思想、工作实际,对照党员标准深刻剖析自身存在的问题,并同时接受其他党小组成员的批评。通过各党小组组织生活会的召开,真正在全体党员范围内达到了交流思想、查找问题、互相激励、凝聚团结、弘扬正气、明确方向、促进工作的预期目的。

(八)树立正确选人用人导向。为适应日益繁重的金融工作需要,经报请市委组织部同意,我局经过民主推荐提拔了一名正科级干部,整个过程严格按照市委组织部提拔干部程序要求,坚持“严格把关、严格程序、严格纪律”的原则,真正做到了公正、公平、公开。目前已完成干部提拔工作。

(九)扎实组织开展《清风xx》党纪法规和德廉知识学习测试活动。按照通知要求,在我局年初全体会上由局领导传达上级学习精神,部署学习任务,严肃纪律要求。每月按要求组织全体人员参加学习测试,参与率与通过率均为100%。

(一)主体责任有待进一步加强。在分解全面从严治党主体责任时,虽然能结合工作和岗位实际制定主体责任内容和落实措施及办法,但在实际工作开展中不够扎实细致,抓落实的针对性、力度有待加强。

(二)监督方式有待进一步完善。落实全面从严治党责任制主要是靠党组研究部署,明确责任分工,严格监督考核,经常性的监督督导机制尚不健全。检查、提醒制度的落实,主要以廉政谈话和年度述职述廉的形式开展,监督方式有待完善。

(三)教育活动有待进一步创新。开展全面从严治党和反腐败教育,主要以学习文件、传达违规违纪通报等方式为主,与实际工作生活联系不紧密,创新开展反腐倡廉思想政治教育、道德修养教育和艰苦奋斗作风教育等活动仍有提升空间。

(一)抓好学习教育,筑牢思想防线。扎实开展各项学习教育活动,突出政治纪律学习,熟知内容,掌握内涵,明确要求,强化政治意识、大局意识、核心意识、看齐意识,着力解决少数党员党的观念淡薄、政治纪律观念不强的问题。丰富教育形式,有计划地安排现场教学,不断增强干部职工的纪律意识和法制观念。通过门户网站、微信公众号和微信工作群等,推送廉政警言和有关政策法规,使党员干部警钟常鸣,法规常学,廉政之弦紧绷。

(二)加强风险防控,坚持阳光决策。不断梳理查找风险点,健全完善议事程序和工作规则,对关键岗位权力运行关节点实行重点监督管理,实现事前有防、事中有控、事后有督。进一步加强廉洁从政教育,提高全体党员干部的拒腐防变意识,从源头上减少廉政风险的产生。对涉及面广、与群众利益相关的重大事项,公开征求意见或按照要求召开新闻发布会,通过扩大公开度,提升公信度,以公开保公正,扩大民主监督,坚持阳光决策。

(三)切实改进作风,狠抓制度落实。从制度和机制上解决问题,构建系统完备、科学规范、运行有效的制度体系。按照已制定的谈话方案,扎实开展好党风廉政主体责任谈话活动,规范谈话程序,严肃谈话纪律,按要求做好谈话记录。坚持从群众中来,到群众中去,将作风建设与业务工作相结合,切实为群众、为服务对象办实事、办好事。如出台金融政策,及时制定配套细则制度,真正送政策进企业,推动金融促实体经济发展。

(四)完善内控监管,建立考核机制。进一步完善市xxx权力运行管理、监督机制,建立健全决策权、执行权、监督权既相互制约又互相协调的权力结构和运行机制,推进权力运行程序化和公开透明。注重过程性考核和终结性考核相结合。加大日常工作完成情况在考核内容中的比重,将日常检查发现问题的整改情况列入考核范围。注重考核结果的运用,全体干部个人测评结果存入廉政档案,把考核结果作为干部业绩评定、奖励惩处、提拔任用的重要依据。

主要是落实全面从严治党主体责任不力,党风廉政建设抓得不紧不实,拒腐防变的意识铸得不牢,不严格执行中央“八项规定”,“四风”问题反弹;违反社会公德、职业道德、家庭美德,不注意个人品德,放松自我要求,贪图享受、奢侈浪费等。大学生党员还要着力查找学习消极懈怠,玩风盛行,沉迷游戏网络等问题。
